I'm afraid there is no default setting to block a number from contacting you. What you can do is set so that so that all calls from a contact go directly to voicemail. To do so, go to: Contacts > Contact name > Tap the pen icon in the upper right corner > Tap the three dots (...) > All calls to voicemail.

To completely block a contact or number from contacting you I recommend that you check Google Play store for a app that can do this.
