Screen lags, can't scroll and automated voice

Since this afternoon when I went to check my phone the screen has been very slow and unresponsive you have to click on a button quickly several times for it to even react, each button/app/ section of the screen has a yellow outline around them when I click on them, there is also a automated voice that describes everything I click on ie saying the time when I click on the clock widget or saying notifications. I've managed to get on settings but it won't let me scroll down to see if I've accidentally changed any settings.
I've restarted, I've done a force shut down, I've removed my sim and sd card and I can't find anything online about this problem. Please help!

You have enabled Talkback - open settings then Accessibility then untick or slide Talkback to off - You may need to use 2 fingers to swipe and a double tap to enter a setting
