Do you mean animated GIFs? as in moving images that you can send in a conversation? In that case, there should be a section in Gboard at the top called GIFs where you can search for animated GIFs that you can send in a message.

im looking more for when i take a picture it will record a small video of what was going on

Motion Stills, and Camera MX do what you want.

Both available from the Play Store.
