I have a DCR-HC20E camera. I tried to charge the battery but the light "CHG" is turns off and the light "CAMERA" is blinking. I search on the camera manuals and I don't find anything like this. What it the problem?

Ultimately, I would advise you to contact Sony Customer Services to see if a repair is needed and also how much it would cost as a flashing light may indicate a physical fault with the device. Does the camera function correctly when you try to run it from the mains power supply as opposed to from a charged battery?
