How to capture video with less blur effect

I have an Sony Handycam HDR-XR500VE.

I want to capture videos from walking people and want to reduce the blur effect between frames.

I know the camera has a feature for recording fast action in slow-motion (SMTH SLW REC) but it just can record 3 seconds while I need more recording time (about 10 seconds)

I heard that shutter time in recording has effect on blurring the images, the less shutter time results images more clear (and also darker) frames for the videos.

So, How can I change shutter time for recoding videos? (e.g from 100 to 200 or 200 to 400)
The camera shows me the shutter time in video recording but I don't know how to change it.
