It seems that in Costa Rica LTE bands are 1800 and 2600
LTE band
1(2100), 2(1900), 3(1800), 5(850), 7(2600), 8(900), 20(800) - E2303
2(1900), 4(1700/2100), 5(850), 7(2600), 12(700), 13(700), 17(700), 28(700) - E2306
1(2100), 3(1800), 5(850), 7(2600), 8(900), 28(700), 40(2300) - E2353
Also you will have to check with your carrier network the 4G network coverage.
Settings> more > mobile networks > make sure that you have the correct apn settings and also if your SIM card its older than a year, you might want to get a new one.

You may also want to check if your device is set to pick up LTE.
Menu > Settings > More > Mobile Networks > Preferred network type > Choose LTE or 4G
