I was charging my phone and when i took the charger out and opened my phone, it started talking!
I was not able to do anything and i tried to turn it off. Then I tried to turn it on but it stuck in the loading screen! What can I do to fix it?

I'm sorry to hear that. I would recommend that you try and force restart your device. You can do so by pressing and holding the volume up button and on/off button simultaneously for at least 10 seconds. Then try and start your device as normal.
If the device still won't boot up I'd recommend that you try and temporarily remove your SIM- and SD-card from your device.
Abut your phone talking. It does sound like the function TalkBack is activated on your device. TalkBack is a screen reader service for visually impaired users. TalkBack uses spoken feedback to describe any events or actions performed on your Android device.
To navigate in your device when TalkBack is active you need to use two fingers you swipe on your screen and double tap your selections. You can temporarily pause TalkBack by drawing the capital letter L on your screen. You will then access a Global Context Menu, from here, double tap Pause feedback, then double tap Ok.
To permanently turn TalkBack off, go to: Settings > accessibility > TalkBack > Off
