After restoring my cellphone to factory settings I see an app called Photos.
What's the point of it? All my Photos go straight to my album.

Is it Google photos? You can get rid of the google app.

Both Album and Photos are able to view the photos that are stored on your phone. None of your photos are actually stored in Album.
Photos has the added benefit of allowing you to back up your photos to your Google account, and access them from any browser at photos.google.com.

Yes - it's the Google photos app. So I can delete it without it harming anything else?

Yes, you'll probably save some battery and data if you had it syncing to Google drive before too.
