If the device is locked to a specific network/operator, you will need to ask them for a network unlocking code. Once you have the code, mount a SIM card from a different operator and you will be asked to enter this 16 digit code.

The code can not be provided by Sony, it can only be provided by your operator, so get in touch with them.
