Yes I've had the same issue some time ago. Will let Sony know about this, but don't expect it to be fixed very soon as they probably have a lot of other priorities too
I managed to register by searching my device through the categories...(and in the wrong categories for that matter).
ps: We also have a dutch community page! Visit us there with your same account!
In meanwhile, you can just ignore the popup when playmemories starts.
