what source are you playing the video from?
Are the letterboxing bars encoded into the video (what I assume is the case)?
If so, the letterboxing bars are not perfectly black and therefore don't show as perfect black probably.
So many people on YouTube (and it also is the case for some Netflix and Amazon Prime movies) still don't encode the video in its default aspect ratio (for which then the TV "adds" the black bars in perfect black). It's so annoying in my eyes.

If it doesn't happen there, then it is an issue with how HBO encodes their movies on their plattform.

When i play this video you link is still not true black i see it not black becouse when i trun tv off off tv is more black then on tv
Hi @sohaib152,
that is beyond weird - sure you are not using a Sony X90L? That would be a full array dimming LED TV, which would explain why the highlights "bloom" into the black letterboxing bars.
If it is an OLED (like the model from your title) I don't really see why that would happen. Even on my X95K (also LED with local dimming) black bars are perfectly black.
