May I ask what is the use of this R2R, and time saving screen? and this multi-tasking for MMS?

Well, touch screen improvent is what is says. Improvements on the touch screen. I don't know how to explain this in a better way. 
R2R, ready to run - means you can download settings to access internet and send/receive MMS.
Screen time settings sounds like an option to set the screen to different time out settings (the time it takes for the screen to turn off/go black).
Multiple pages means you can add e.g. two pictures in the same MMS instead of sending two different MMS'.
Where did you read about these changes? 
What phone model are we talking about and what exactly do you mean with R2R, time saving screen and multi-tasking for MMS?

Do I need to download internet settings in order to access internet via wi-fi?

No internet settings needed for this. Just activate WiFi and connect to a network. If the network is locked you need to enter the codes asked for (e.g. WEP code).
