Does the XA support VOLTE? The whitepaper on Sony Mobile's site states that the device does. But I am on T-Mobile US network and calls drop to UMTS/HSPA(3G). Sony support says the device does support VOLTE and I need to talk to carrier. Carrier says if the device supports VOLTE it should work. Nobody is giving good support. Does anyone know?

The Xperia XA is VOLTE compatible as you can see by the whitepaper, however it is up to the network to enable it. If you purchased your device unlocked or from another network, the firmware may not have VOLTE enabled. You usually need to the operators firmware to use it.
I recommend you contact T-Mobile for support.
Thank You for replying. The device is F3113 unlocked from BestBuy store in the US. T-Mobile says the device only needs to support VOLTE. There is nothing they need to do on their side. I have a Moto X Pure Edition that is unlocked and purchased directly from Motorola. VOLTE works on this device with my sim card. But when I put the sim card into the XA(F3113) VOLTE does not work. Does this device support VOLTE or not? I need a clear answer so I can decide weather to return it.

Yes, the Xperia XA does support VoLTE.
If it is not working, only your network operator can assist you.
Edit: The link I provided was for the XA Dual, but both the dual and single SIM variants support VoLTE.
Does Sony have proof that my specific model supports VOLTE? I do not see the option to enable VOLTE or Enhanced Calling as it is called on most phones. I need more support if I am to keep this device?

There's no troubleshooting we can offer because it is a network issue, not a phone issue. Only the network can assist with this.
