If i understand you correctly, you are trying to log in to a public wifi through a web page and it fails, am i correct?
Some Wi-Fi networks require you to log in to a web page before you can get access. If you are unable to log in to the web page, my suggestion is to forget the network in question in the device settings and try to connect to the network again. If that fails, please contact the relevant Wi-Fi network administrator for more information and further instructions.
