My Sony exeria m4 Aqua will not not go fully on , it goes to the blue loading screen and won't turn on. But sometimes it will turn on and only say system Ui isn't working, please help me I need my phone has important stuff I need to access .

I'd suggest that you do backup your important data, then perform a software repair using Xperia Companion.
